Project-level privilege escalation via service agent tokens

Privilege escalation in Google Cloud Dialogflow CX before February 2025 allows remote authenticated users to gain project-level access. Webhook editors could configure a webhook to authenticate with a Dialogflow service agent access token, causing calls to use the service agent’s broader project permissions. Agent-level Webhook Admin access was required; the resulting control allowed management of associated services, creating unauthorized resource use, costs, and depletion.
