Authenticated denial of service via schema privilege omission

Missing authorization in PostgreSQL before 18.1, 17.7, 16.11, 15.15, 14.20, and 13.23 allows remote authenticated users to block statistics creation. CREATE STATISTICS accepts an explicit target schema without verifying the table owner's CREATE privilege, permitting an unauthorized statistics object to reserve a name. A table owner can create a conflicting object so a later CREATE STATISTICS by a user with CREATE privilege fails, interrupting only that operation.
