Fake payment creation via unverified IPN requests

Insufficient IPN verification in Subscriptions & Memberships for PayPal 1.1.7 and earlier allows remote attackers to create fake payments. The public handler in includes/public_ipn.php processes attacker-supplied IPN requests as authentic and records them without adequate verification. No WordPress account or user interaction is required, and the bounded consequence is unauthorized payment-record creation rather than a real transaction.
