Daemon crash via unbounded XML vCPU allocation

Resource exhaustion in libvirt 11.9.0 and earlier allows local users with limited permissions to crash the daemon via crafted domain XML. virDomainVcpuParse accepts an unbounded vCPU count, and virDomainDefSetVcpusMax expands the vCPU array before the object ACL check. An authenticated local libvirt connection with XML-submission access is required; exploitation can exhaust host memory and interrupt virtual-machine management.
