Subscriber-level settings modification via missing capability check

Improper authorization in HappyMonster weDocs 2.1.14 and earlier allows remote authenticated users to modify global plugin settings. The Settings API create_item_permissions_check function accepts a settings-bearing request without checking an administrative capability, after which create_item writes the supplied data to wedocs_settings. Subscriber-level access is sufficient to overwrite site-wide documentation configuration; no service interruption is reported.
