Account takeover via OIDC email normalization

Authentication bypass in Google Cloud Looker allows remote attackers to take over accounts through OIDC login flows. The OIDC account-matching path normalizes email-address strings before associating an asserted identity with an existing account, allowing a colliding address to select another user's account. The flaw is reachable only when OIDC authentication is configured, and successful exploitation grants the victim account's access.
