Service interruption via delayed native resource disposal

Uncontrolled resource consumption in Bouncy Castle for Java FIPS and LTS allows local users to exhaust native memory under high load. The disposal daemon runs too rarely to free native AES and digest allocations promptly, so unreclaimed resources accumulate faster than they are released. Bouncy Castle for Java FIPS 2.1.0 through 2.1.1 and Bouncy Castle for Java LTS 2.73.0 through 2.73.7 are affected when native APIs run under sustained high-core loads, causing performance degradation or service interruption.
