Authenticated administrator creation via unchecked account request

Missing authorization in pihome-shc PiHome 2.0 allows remote authenticated users to create administrator accounts through user_accounts.php. The endpoint accepts an account-creation POST with admin_account=1 without verifying that the session holds administrator privileges. Any low-privileged account can therefore create a new administrator account and take full control of the heating-control application.
