Admin-level code execution via Velocity template injection

Server-side template injection in WSO2 Identity Server 5.11.0.130 through 5.11.0.298 allows remote authenticated users to execute code. The server passes administrator-controlled template content to a vulnerable third-party Velocity engine, which interprets injected template syntax instead of treating it as data. Administrator privileges are required; successful injection executes template code on the server and can expose or modify data or interrupt service.
