Subscriber-level code execution via unrestricted template inclusion

Local file inclusion in Flipper Code WP Maps 4.8.6 and earlier allows remote authenticated users to execute PHP code through a template path. The fc_load_template function uses a caller-supplied .html pathname to include and execute that file on the server. Subscriber access is sufficient, but code execution also requires an uploadable .html file whose contents PHP interprets when included.
