Unauthenticated denial of service via pre-limit JSON parsing

Denial of service in HashiCorp Vault and Vault Enterprise allows remote attackers to crash or interrupt servers with crafted JSON requests. The HTTP request handler parses large but valid JSON bodies below max_request_size before applying per-request rate limits, allowing repeated payloads to exhaust CPU and memory. No authentication is required; affected releases are Community Edition 1.20.3 through 1.20.4 and Enterprise 1.16.25 through 1.16.26, 1.18.14 through 1.18.15, 1.19.9 through 1.19.10, and 1.20.3 through 1.20.4.
