Cross-user Duo flow deletion via unchecked ownership

Incorrect authorization in GitLab EE allows remote authenticated users to delete Duo flows that belong to other users. The workflow policy grants any service account deletion access without checking a Duo license or whether the flow belongs to its project or namespace, while sequential flow IDs are guessable. Exploitation requires an account able to create a service account; affected releases are 18.1 through 18.3.5, 18.4 through 18.4.3, and 18.5 through 18.5.1, and the consequence is deletion of workflow and agentic-chat state.
