Improper authorization in WSO2 Identity Server 7.0.0 and 7.1.0 allows remote attackers to cause identity confusion during external IDP login. The implicit-association resolver initializes from a secondary user store, then skips the primary store during claim search and uniqueness checks. The behavior requires user interaction, enabled implicit association, a secondary store, and duplicate username or email claims; it can associate the subject with the wrong local account and restrict access.
