Runner hijacking via unchecked cross-project attachment

Missing authorization in the runner API in GitLab EE allows remote authenticated users to hijack other projects' runners. The POST /api/v4/projects/{project_id}/runners endpoint accepts an incrementing runner ID without confirming that the caller is authorized for that runner. Exploitation requires an API-scoped token for a user with a custom Guest role granting Manage runners in an Ultimate-licensed group; the user can attach, edit, or pause the victim runner.
