Authenticated service interruption via unbounded KV payloads

Resource exhaustion in HashiCorp Consul and Consul Enterprise allows remote authenticated users to interrupt service through the KV API. The KVSPut handler trusts a missing or nonpositive Content-Length, then copies the entire request body into an in-memory buffer without enforcing KVMaxValueSize. A key:write-capable user can send an oversized PUT body without the header, exhausting memory and destabilizing or stopping the agent.
