CI/CD disruption via unchecked runner association updates

Access-control failure in GitLab CE/EE 15.4 through 18.5.4, 18.6.0 through 18.6.2, and 18.7.0 allows remote authenticated users to detach runners. The GraphQL runnerUpdate mutation reconciles its supplied associatedProjects list without confining removals to projects on which the caller is authorized. Permission to update an owned runner is sufficient to unassign runners from unrelated projects, interrupting affected projects' CI/CD jobs.
