Bootloader memory disclosure via unlocked dump command

Information disclosure in GNU GRUB 2.12 and earlier allows local users to read bootloader memory through the dump command. The command registration in grub-core/commands/minicmd.c omits lockdown enforcement, leaving dump callable when Secure Boot places GRUB in lockdown. High-privilege access to the GRUB console is required; exposed memory can contain signatures, salts, and other secrets.
