Authenticated API-key overwrite via missing capability check

Missing authorization in Check Plagiarism 2.0 and earlier allows remote authenticated users to overwrite the configured API key. The chk_plag_mine_plugin_wpse10500_admin_action() function processes its administrative action without verifying the caller's WordPress capability before saving the supplied key. Subscriber-level access is sufficient, and the demonstrated consequence is unauthorized modification of the plugin's service credential.
