Stored script execution via unneutralized department name

Stored cross-site scripting in westboy CicadasCMS 1.0 allows remote authenticated users to inject script through a department name. The OrganizationServiceImpl.save method passes the unneutralized name property to orgMapper.insertSelective, storing submitted markup from /system/org/save. Administrative access is required to add a department, and a user must view the stored value for the script to execute in that user's browser context.
