Restricted function access via missing permission check

Improper authorization in Portábilis iEducar 2.0 through 2.10 allows remote authenticated users to access restricted functionality. The GET /consulta-dispensas request path grants access without validating whether the authenticated account holds the permission required for the page. A valid low-privilege session is required; the published proof of concept demonstrates unauthorized page and function access, not administrator privileges.
