Missing authentication in CE21 Suite 2.2.1 through 2.3.1 allows remote attackers to create WordPress administrator accounts. The wp_ajax_nopriv_ce21_single_sign_on_save_api_settings AJAX action omits a capability check and accepts unauthenticated changes to API settings, including the authentication secret key. Network access to the WordPress AJAX endpoint is sufficient; changing that key enables creation of new administrator accounts and full site control.
