Code execution via ICNS decompression off-by-one

Out-of-bounds write in GIMP 3.0.4 allows remote attackers to execute code by inducing a user to open a crafted ICNS file. The icns_decompress function in plug-ins/file-icns/file-icns-load.c accepts out equal to max because both output-bound checks use > instead of >=, then writes past the allocated destination buffer. A target must visit a malicious page or open the file; successful exploitation runs code in the context of the GIMP process.
