Unauthenticated administrator creation via unchecked user_filter

Missing authorization in Spreadsheet Price Changer Light 2.4.37 and earlier allows remote attackers to create administrator accounts. The user_filter function creates a WordPress account from an unauthenticated request without checking caller authorization, allowing assignment of the Administrator role. Network access to a WordPress site with the plugin active is sufficient; no credentials or user interaction are required, and the resulting account grants administrative control.
