Broken access control in System REST APIs across affected WSO2 products allows remote attackers to gain administrative access. The Carbon authentication valve normalizes decoded request URLs inadequately and matches resource paths incorrectly, letting crafted paths evade configured authentication and authorization rules. No credentials or user interaction are required; successful requests can perform unauthorized administrative operations affecting managed data and service availability.
