Local code execution via unset installation ACLs

Improper access control in MongoDB Server 6.0, 7.0, and 8.0 on Windows allows local users to execute code via DLL hijacking. The MSI installer can leave ACLs unset when it creates a custom installation directory, permitting a low-privileged user to place a DLL that the MongoDB process loads. The condition requires an MSI-based Windows installation in a custom directory and local access; code then runs with the MongoDB process privileges.
