Missing authorization in Melis Platform before 5.3.11 allows remote attackers to create administrator accounts through a crafted request. ToolUserController's addNewUserAction handled /melis/MelisCore/ToolUser/addNewUser without calling hasAccess; the patch inserts that check before processing. No authentication or user interaction is required, and a successful request grants persistent administrative access to the web application.
