Authenticated service disruption via unbounded deploy-token names

Affected GitLab CE/EE releases allow remote authenticated users to disrupt token listings via oversized deploy-token names. The deploy-token creation path stores names without an effective length limit, and listing or administrative paths later process those oversized values. The issue affects 10.7 through 18.1.5, 18.2 through 18.2.5, and 18.3 through 18.3.1; ordinary authenticated access is sufficient, and the documented impact is limited to service interruption for token-related operations.
