Service interruption via unthrottled GraphQL blob requests

DoS in GitLab CE/EE 13.12 through 18.2.7, 18.3.0 through 18.3.3, and 18.4.0 through 18.4.1 allows remote attackers to interrupt service. The GraphQL Blob plainData field returns large repository blobs through Rails, bypassing Workhorse and Gitaly timeouts and allowing repeated queries to exhaust CPU and memory. Knowledge of accessible project and blob paths is sufficient; parallel requests can severely degrade or render the instance unresponsive.
