Cross-namespace event disclosure via wildcard ACL mismatch

Incorrect authorization in HashiCorp Nomad and Nomad Enterprise before 1.9.6 allows remote authenticated users to read cross-namespace events. The /v1/event/stream handler accepts namespace=* and treats read permission for any single namespace as permission for every namespace. Exploitation requires a valid client token with read access to at least one namespace; returned job and allocation events can expose data from namespaces that the token cannot query directly.
