Authenticated service interruption via poisoned response headers

Denial of service in affected Octopus Server releases allows remote authenticated users to interrupt the web portal and REST API. The global custom-header setting accepts a crafted referrer header and applies it to every server response without neutralizing the value, producing HTTP 500 errors. A valid CSRF token and sufficient access to manage custom response headers are required; once set, new CSRF tokens cannot be generated and the site remains mostly unusable until the header is unset.
