Authenticated arbitrary file write via DCM path traversal

Path traversal in Santesoft LTD Sante PACS Server 4.0.9 allows remote authenticated users to write arbitrary files via crafted DCM files. The web portal's DCM parser uses a user-supplied path in file operations without verifying that it remains within the intended directory. A valid web account and submitted DCM file are required, and created files inherit the server process user's write permissions.
