Incident deletion via Planner role authorization bypass

Improper authorization in GitLab CE/EE 17.7 through 17.7.3 and 17.8 through 17.8.1 allows Planner users to close or delete incidents. Incident-management authorization accepts the Planner role for close and delete actions that require Reporter and Owner privileges, respectively. A remote authenticated project member with the Planner role can alter incident state or erase incident records without user interaction.
