Incomplete cleanup in PMB 4.0.10 and later allows remote authenticated users to persist uploaded temporary files on the server. The authority-import endpoint creates a temporary file but relies on a follow-up POST from the web client to delete it, letting an intercepted workflow skip cleanup. Repeated uploads can consume server storage and interrupt service; low-privilege access to the authority-import function is required.
