Authenticated service interruption via discussion resource exhaustion

Resource exhaustion in affected GitLab CE/EE releases allows remote authenticated users to interrupt service through crafted discussion requests. The discussions endpoint processes these requests without sufficient allocation limits, consuming server resources in 10.6 before 18.9.6, 18.10 before 18.10.4, and 18.11 before 18.11.1. A valid account and network access are required; GitLab has not disclosed the triggering request field or whether recovery requires intervention.
