Unauthenticated username enumeration via disabled-account responses

Observable response discrepancy in IBM Security Verify Access Appliance and Docker 10.0 through 10.0.8 allows remote attackers to enumerate usernames. Authentication handling returns distinguishable responses for disabled accounts, exposing account-state information without naming the affected endpoint. No authentication or user interaction is required, and disclosure is limited to usernames associated with disabled accounts.
