Cleartext disclosure via unenforced packet-capture licensing

Information disclosure in Palo Alto Networks PAN-OS 10.1, 10.2, 11.1, and 11.2 allows remote authenticated users to read HTTP/2 traffic. The packet-capture feature records decrypted HTTP/2 streams in clear text and exposes them even when the Decryption Port Mirror license has not been installed. Exploitation requires administrator access to the management interface, a matching SSL decryption policy, and global HTTP/2 inspection; HTTP/1.1, Cloud NGFW, and Prisma Access are not affected.
