Cross-user image disclosure via malformed icon URI

Information disclosure in Android 12, 12L, 13, 14, and 15 allows local users to read images belonging to another user. StatusHints and TelecomServiceImpl use Uri.encodedUserInfo to validate an account icon URI, but a userId% prefix is parsed incorrectly and bypasses the user boundary. Exploitation requires user interaction with the crafted phone-account icon, and the consequence is limited to cross-user image disclosure.
