Local lock screen bypass via user-switch race

Lock screen bypass in the Android 15 Framework allows local users to access a credential-protected profile during a user switch. UserController proceeds before user-switch observers synchronously update SystemUI's current-user state, so the keyguard can evaluate the prior user's no-lock setting and skip display. Exploitation requires local access and a switch from a user with no screen lock to one protected by a pattern, PIN, or password; no user interaction is required.
