Cross-user icon disclosure via unsafe URI loading

Information disclosure in Android Framework 13 through 15 allows local users to view icons belonging to another user. SystemUI's Quick Access Wallet paths load wallet-card and tile icons from content URIs without verifying cross-user access; the fix accepts bitmap-backed drawables only. A low-privileged local app can expose another Android user's icon without user interaction, but the flaw does not write data or elevate privileges.
