Arbitrary file creation in UsualTool UTCMS V9 allows remote authenticated users to execute PHP code through a crafted template. The template_creat.php handler accepts page as the filename and content as file contents without filtering either value, then exposes the created file through normal routing. Access to the administrative template-creation page is required; a PHP-suffixed template can become a remotely reachable web shell.
