Unauthenticated account takeover via unbound verification codes

Weak password recovery in QileCMS 1.1.0 through 1.1.3 allows remote attackers to take over user accounts via the reset workflow. The sendEmail function in /qilecms/user/controller/Forget.php sends a verification code to an attacker-controlled address without binding it to the target account. No authentication is required; possession of that code permits the target account's password to be reset, granting full control of that account.
