Subscriber-level plugin deactivation via missing capability check

Missing authorization in Zluck Solutions MultiLine Files for Contact Form 7 2.8.1 and earlier allows remote authenticated users to deactivate it. The mfcf7_zl_custom_handle_deactivation_plugin_form_submission function processes a deactivation feedback submission without checking the caller's capability. Subscriber-level access is sufficient to interrupt the plugin's multiple-file upload functionality and send a custom reason from the site.
