Unauthenticated service enumeration via public health endpoint

Information disclosure in Zowe API Mediation Layer allows remote attackers to enumerate services through its public health endpoint. The endpoint returns the API Mediation Layer's discovered service list without performing an authentication check. Any remote attacker who can reach the endpoint can inventory onboarded services, but the reported impact is limited to information disclosure.
