Unauthenticated Telegram messages via missing capability check

Missing authorization in ChoPlugins Order Notification for Telegram 1.0.1 and earlier allows remote attackers to send a test message. The nktgnfw_send_test_message function invokes the Telegram Bot API without checking a WordPress capability before processing the request. No WordPress account is required, but the action only sends the plugin's preset test content to the Telegram user configured in its settings.
