Unauthenticated invoice disclosure via unprotected PDF URL

Missing authorization in Red Hat 3scale API Management 2.13.0 through 2.13.5 and 2.14.0 allows remote attackers to read PDF invoices. The invoice download endpoint returns a Developer user's generated PDF when its URL is requested without checking authentication or authorization. Knowledge or successful guessing of the invoice URL is sufficient, and the reported impact is disclosure of invoice contents only.
