Host-file access and modification via unchecked bind-propagation

Improper input validation in Buildah before 1.37.4 and Podman before 5.2.4 allows local users with build privileges to access host files. In internal/volumes/volumes.go, GetBindMount and GetCacheMount append the bind-propagation value to mount options without restricting it to valid propagation modes. An attacker who can submit and run a crafted Containerfile can inject relabeling options that expose sensitive host directories to the build container and permit host-file modification.
