Root-policy escalation via cached entity manipulation

Privilege escalation in HashiCorp Vault 0.10.4 through 1.17.6 allows remote authenticated users to gain the root policy. The identity API mishandles root-namespace entity records in the node-local in-memory cache, allowing a policy assignment that normal validation forbids. Exploitation requires write access to the root namespace identity endpoint; the altered entity gains root privileges on one node until restart.
