Unauthenticated pipeline execution via empty webhook secret

Authorization bypass in affected GitLab EE releases allows remote attackers to run pipelines on arbitrary branches without permission. For pull-mirrored projects, the mirror webhook lacks a configured secret, so an HMAC made with an empty key passes signature validation and runs a pipeline as the mirror user. Exposure requires a Premium pull-mirrored project; affected versions are 12.5 through 17.2.8, 17.3 through 17.3.4, and 17.4 through 17.4.1, and developer access can enable theft of the mirror user's CI job token.
