Subscriber-level API key deletion via missing authorization

Missing authorization in Octolize UPS Live Rates 2.3.12 and earlier allows remote authenticated users to delete the plugin API key. The delete_oauth_data AJAX handler performs the credential-deletion operation without checking whether the caller can manage WooCommerce. Subscriber-level access is sufficient to revoke the stored UPS authorization and interrupt live-rate and Access Point functions.
