Private project path disclosure via system notes

Information disclosure in affected GitLab CE/EE 15.6, 17.3, and 17.4 release lines lets remote authenticated users learn private project paths. System notes generate and render a project reference without consistently suppressing its namespace path when the referenced private project is inaccessible to the viewer. A low-privileged account and user interaction are required, and exposure is limited to private-project path metadata rather than repository contents.
